In Latvia, investors can obtain a residence permit by providing a subordinated loan of at least €280,000 to a Latvian bank for a minimum term of 5 years, along with a one-time, non-refundable state fee of €25,000.
The loan must remain in the bank for the full term and cannot be withdrawn early. Interest rates for such loans typically are varied depending on the bank and market conditions. Interest is usually paid annually or semi-annually, while the principal is returned at the end of the term.
You may purchase a real estate in Latvia that is worth over €250,000 and pay a state duty of 5% of purchase value. This will provide a residency permit for 5 years, that you will be able to extend for another 5 years.

The Latvian government bonds are the safest and fastest investment option. You may purchase interest-free government bonds with the nominal value of 250,000 euro, and pay the €38,000 government fee. In return, you receive a residence permit for 5 years. Your investment will be refunded after 5 years maturation.
Under this option your residence card is valid for 5 years and you don't need to visit Latvia every year for card renewal.
